Martin Donnelly was Director-General for Economics in the Foreign Office and later Permanent Secretary of the Department for International Trade. He is president of Boeing Europe. Thomas Legg served as a senior civil servant in the Ministry of Justice under three prime ministers between 1989 and 1999.
