In 2033, life in this near-future America is bleak. Unchecked climate change has brought devastating droughts that have ravaged the planet, putting the government in a desperate global water race.

Undocumented migrants like seventeen-year-old Rania become the first casualties of this race as they are rounded up by the Deportation Force, thrown into a secret labor camp in the Arizona desert, and given the brutal job of digging for aqualinium. With this mineral, the corrupt and xenophobic government could actually control the weather, putting the rest of the world at their mercy. But solidifying this power comes at a steep cost to the migrants whose bodies are slowly being destroyed. Those who are too sick to continue digging are subjected to cruel experiments meant to perfect the formula that makes rain, leaving the migrants dead.

Even in this hellscape, Rania has hope; she holds her girlfriend every night, dreaming of escape and a life of eating mangoes in California. Along with Rania, there is also Jess, a white former DF officer who is now a prisoner at the camp—punishment for sparing a migrant’s life. Now living among those she once despised, Jess questions everything she ever thought was true. When things get even worse for the prisoners, Rania loses her fragile hope and is moved to revolt, joining the resistance group SOLIS, and Jess decides which side of history she will stand on.

Vali, a SOLIS soldier who was once hunted by the DF, has to make a choice too. In carrying out her mission to help rescue the prisoners, will her taste for vengeance make her a hunter as well?
